The Just-in-Time release of Centrally Sponsored Schemes (CSS) funds is a mechanism designed to efficiently release funds to beneficiaries. The SNA-SPARSH model integrates State IFMS, PFMS, and e-Kuber of RBI to achieve the following:
"Just-in-Time” release of Centrally Sponsored Schemes (CSS) funds through the e-Kuber platform of the Reserve Bank of India (RBI).
The General Financial Rule 232(v) mandates the release of funds to State Governments and monitoring their utilization through PFMS. To enhance the monitoring of fund availability and usage under CSS and to minimize float, the Department of Expenditure issued guidelines on 23rd March, 2021 (OM No. l(13)PFMS/FCD/2020). These guidelines outline a revised procedure for the flow of funds under CSS.
Furthermore, as per rule 230(7) of GFR 2017, which emphasizes the principles of "just-in-time release" for payments, an alternative fund flow mechanism has been introduced. This mechanism, named SNA-SPARSH (Real-time System of Integrated Quick Transfers), aims to bring greater efficiency to cash management at both the Centre and State levels. It integrates PFMS, State IFMIS, and the e-Kuber platform of RBI in a phased manner.
